Chinese reports say the country’s vast pool of cheap labor is getting smaller, which could hurt an economy that heavily depends on labor-intensive manufacturing.
The academy’s research shows that China’s rural labor surplus, the source of migrant workers for the country’s factories, is about 50 million people—far less than the previously estimated 150 to 200 million.
Jonathan Unger, director of the Contemporary China Center at the Australian National University, says fewer rural residents are willing to leave their farms today. This is partly because there are more employment opportunities in rural areas, and because agricultural prices have gone up.
“And at the same time taxes in the countryside, fees in the countryside have gone down because of new sets of government policies,” he explained. “So people are not eagerly forced in the way they were five, six years ago to leave the farm in order to earn enough money for their families.”
The Chinese Academy of Social Sciences says another reason for the reduced labor pool is the country’s population policy, which allows city residents to have just one child, and farmers up to two if the first one is a girl.
A UN study predicts that China’s workforce will reach its top in 2015 and then gradually drop. Some of China’s major manufacturing areas, such as Guangdong Province, already face labor shortages.
Some economists think these shortages are, at least for now, a regional rather than a national problem. Sun Mingchun, an economist with investment bank Lehman Brothers in Hong Kong, points out that there are still millions of people in China who can not find work.

If you want to teach your children how to say sorry, you must be good at saying it yourself, especially to your own children. But how you say it can be quite tricky.

If you say to your children "I'm sorry I got angry with you, but...", what follows that "but" can make the apology ineffective:"I had a bad day" or "your noise was giving me a headache" leaves the person who has been injured feeling that he should be apologizing for his bad behavior in expecting an apology.

Another means by which peaple appear to apologize without actually doing so is to say "I'm sorry you're upset"; this suggests that you are somehow at fault for allowing yourself to get upset by what the other person has done.

Then there is the general, all-covering apology, which avoids the necessity of identifying a specific act that is particularly hurtful or insulting, and which the person who is apologizing should promise never to do again. Saying "I'm useless as a parent" does not commit a person to any specific improvement.

These pseudo-apologies(假道歉) are used by people who believe saying sorry shows weakness. Parents who wish to teach their children to apologize should see it as a sign of strength, and therefore not take these pseudo-apologies.

But even when presented with examples of real apology, childfen still need help to become aware of the complexities of saying sorry.  A three-year-old might need help in un- derstanding that other children feel pain just as he does, and that hitting a playmate over the head with a heavy toy requires an apology. A six-year-old might need reminding that spoiling other children's expectations can require an apology. A 12-year-old might need to be shown that destroying the biscuit tin without asking permission is acceptable, but that

borrowing a parent's clothes without permission is not.

The lack of clean drinking water is a major problem worldwide. The World Health Organization says more than one billion people live in areas where renewable (可再生的) water resources are not available. The problem is especially serious in Asia and the Pacific. A United Nations report says water availability in than area is the second lowest in the world, after Africa.

The U.N report notes that the world’s poorest countries are also the ones that use the most water for agriculture. Agriculture uses about eighty percent of the water in the Asia-Pacific area. There has also been an increase in water used for industry.

Millions of people worldwide have to drink unsafe water for lack of clean drinking water. This leads to an increase in diseases like diarrhea, the second leading cause of death in children under five.

The UN Millennium Development Goals(聯(lián)合國新千年發(fā)展目標(biāo)) for 2015 call for a fifty percent decrease in the number of people without safe drinking water and basic health conditions.

Scientists, governments and aid organizations around the world are increasing their efforts to meet these goals. Last month the U. N, called on the international community to work together to solve the water crisis.

Some American and South Korean researchers are experimenting with a new technology for turning sea water into drinking water. The new technology uses electricity to help separate electrically charged salt particles (微粒) from water to make it drinkable.

The researchers tested their desalination process on a computer chip, which removed ninety-nine percent of the salt and other harmful matters from water samples.  So far the method purifies only small amounts of water. But the researchers say it may someday be available as a personal water purification product.
